On December 9, 2009 Governor Quinn signed legislation (Public Act 96-0832) that was passed in late October 2009 by the Illinois General Assembly instituting campaign contribution limits for individuals, corporations, unions and PAC's; strengthening disclosure requirements and adopting stronger enforcement provisions.

"This bill is a marked improvement and an historic step forward. Although we're not at the end of the road to reform, we are moving forward.
